Water Bore Drilling around Bilbul
The report is a May 2005 NSW Department of Primary Industries analysis of farming in the Murrumbidgee Irrigation Area. It lists Widgelli/Bilbul among the places where the highest watertables were less than 1 m from the surface, and it says: "Seasonally, groundwatertables tend to be higher in March than in September, except when there is high rainfall in winter." It does not separate Bilbul from Widgelli, so both are served from this page. It is a 2005 reading for a wide area, not a measurement at a property.
For a bore near Bilbul that makes the date part of the job. A depth-to-water or pumping-test result means little without the month it was taken beside it. The 2016 NSW fact sheet says a pumping test can be carried out by a driller or some pump suppliers and that its analysis is best done by a suitably qualified person such as a hydrogeologist. Ask who will run yours, who will read it, and for the date on the result.

Permits and Griffith City Council rules
The approval to construct a bore is the NSW Department's, shared with WaterNSW: it says you need a water supply work approval to construct a groundwater bore, household bores included. This site has not read a Griffith City Council rule for bores, so ask the Council whether it adds anything.
